Is it true that in New Jersey a new podiatrist cannot enroll in the medicaid program?

How is New is New Jersey medicaid suppossed to pay the coinsurance and deductable for medicare
and medicaid recipients as per the above link? Some advice on what NJ state medicaid is suppossed to do
regarding federal law?

It actually has been closed for over 5 years now.  We tried getting some podiatrists enrolled this year and last year and we keep getting the same answer...NO!
