After entering my USERNAME and PASSWORD and clicking Sign In, I am returned to the SIGN IN screen.

This can occur if COOKIES are not enabled in your web browser, the most commonly used of which are Internet Explorer or Firefox.  Having COOKIES enabled is safe and useful, and is the DEFAULT way web browsers are set up when installed.  However, if you are having a problem logging in, in would pay for you to check your COOKIE settings. Here's how:
  Internet Explorer
To enable COOKIES in Internet Explorer, click on the TOOLS tab and then INTERNET OPTIONS. Now click on the PRIVACY tab and then on the SITES button. You will see a box in the middle with the words "ADDRESS OF WEBSITES:" above it. Enter presentdiabetes.com and press the Allow button. Now press the OK button and you should be all set.
  Mozilla Firefox
To enable COOKIES in Mozilla FireFox, click on the TOOLS tab and then on OPTIONS in the drop down box. Click on the PRIVACY tab and check the box marked "ACCEPT COOKIES FROM SITES"
