Some time ago a poster started a discussion about unmatched grads obtaining licensure in states that don't require residency - these included:

Puerto Rico

Hawaii now switched to a 2 year requirement, even though it is not on the FBPM website. (As of 2015)

Others require being in residency of that state within six months, or carrying medical liability insurance.

Also, in that thread, someone posted the idea of lawsuits. Remarkably, there was two about the residency shortage, both grads represented themselves pro se and lost.
